The E250 Rosen Puzzle Pop cards are two different (6) card sets. The cards were issued by E Rosen and were meant to have suckers threaded through the holes on the cards and be given out as Halloween treats typically. There are many different sets of E Rosen cards for Halloween and for Valentine's Day. Most are 6 or 12 card sets but the E250 is the only set cataloged in the ACC by Jefferson Burdick. This card pictures the three bears and is from series two. It has some issues on the right side where it is broken and within the puzzle picture but is still primarily together.
Tough to grade cards like this but I would put this at a VG for the issue. A tough type for any "E" card type collectors.
