This appears to be a special IRS Tobacco Tax Multi-Page Booklet from the 1800's. It is in EX to EXMT condition and very clean. The lithography on the pages and the graphics are very neat and reminiscent of banking materials. Very clean piece and interesting addition to any tobacco ephemera collection.
